In both default domain group policy and default domain controller group
policy, I disabled 'Password must meet complexity requirements'.
But why am I still not able to use a simple password when creating a user
under User container on a domain controller? I don't have any OUs in the
domain.
I ran RSOP and it says something like ''The policy engine did not attempt to
configure the setting".

After giving that command, now I even can not edit group policy object
Failed to open group policy object. you may not have appropriate rights
Details: the network name can not be found
