I can't access "Phone and modem option" in Control panel

I have a big problem, please look at attach picture.

When I want to access "phone and modem option" in control panel, the
"location Information" appears, but, the trouble is the "What country/region
are you in now?" list is empty!!!!!

Why it's empty? And how to fix it?

This problem lead my Outlook works abnormally

please help me.

Because you messed around with the services, most likely.
Start > Run: services.msc

Set the start type of the "Telephony" service to 'on-demand' or 'automatic'
and make sure that the "Plug&Play" and the "Remote Procedure Call" services
have been set to "automatic". Restart the system and see if the "Telephony"
service has been started. If this is the case, your country/region list
should appear.

Meanwhile, try this:

1.Click Start, and then click Run.
2.In the Open box, type cmd, and then click OK.
3.At the command prompt, type sfc /scannow, and then press ENTER.
4.Type exit, and then press ENTER.

Start > Run: Regedit. Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Telephony\Country List

That key should contain the country/region data as subkeys. If that key
is empty, use the System Restore tool and scan your system for malware.

And I've executived "sfc /scannow", but no effection.

What should I do next?

Well, that's strange. If you are positive that the system is not infested
by malware, I'd recommend a repair install as the next step. Please note
that all available system updates have to be reinstalled when done.

A repair installation is *not* a reinstallation from scratch. As for
the possible loss of data and settings you may want to consult
