I cannot find a way to activate Win XP Professional after I reinstalled it. My System Tools does no

I did a reinstall of my Windows XP Professional system. I cannot activate it. I looked at MS Support and it shows that i should go to System Tools and select Activate Windows. That is not listed in my System tools.
