i cannot download or upgrade any s/w. i found that bits is not running. when i tried to start i, i g

while trying to download anything, i'll get an error that the download url has a problem. i also got an error 8024402c. i was able to fix that but then found out that bits was not running. when i tried to start it, i got a system error 5 acces denied.
i was logged in as admin .. any ideas?
