I can not log onto anything

I am the main user (administrator) on my home pc. I have windows xp.
When i turn on the pc it has 3 users on it - Myself, son & guest. When
i log in using my password i can not open anything even the internet!!!
Every time i click on something i get this message:
Windows cannot access the specified device, path or file. You may not
have the appropriate permissions to access the item.
I can view all my pictures, saved documents & music but i can not open
anything else.
Also all the programmes i had on the start menu have dissapeared.
I can not do a system restore, i can not even get onto help & support.
Also i can not change anything on the user accounts screen - it wont
even ope i just get the above notice!!!
Any help would be appreciated.

Make yourself a new user account. Does it work? If yes, copy over your
data from your original user account and use the new one. When you feel
you've gotten everything the way you want it, delete the old user account.

Wont let me create a new account as it says im i haven't got enough
authority. It basicaly won't let me do anything!!!!
I can't do a sytem restore for the same reason & when i try the f8
button when turning on i dont get save mode option.
Any other ideas??

You haven't really provided enough information for me to give you a
definite answer without seeing the machine.

1. The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

2. The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine?

3. What is the recent history of the machine?

4. Can you log into the built-in Administrator account and fix things,
run antivirus/malware scans, etc.?

In XP Home, boot the computer into Safe Mode. Do this by repeatedly
tapping the F8 key as the computer is starting up. This will get you to
the right menu. Navigate using your Up arrow key; the mouse will not
work here. Once in Safe Mode, you will see the normally hidden
Administrator account. The default password is a blank.

In XP Pro, you do not need to go into Safe Mode. At the Welcome Screen,
do Ctrl-Alt-Del twice to get the classic Windows logon box. Type in
"Administrator" and whatever password you assigned when you set up Windows.
