Windows 2000 HTM and HTML file association have gone weird for open command

Is the following the correct syntax for the htm and html file associations
if Firefox is in the indicted location and is the default browser?

K:\PROGRA~1\HKCOMMON\MOZILL~1\FIREFOX.EXE -requestPending -osint -url "%1"

The DDE Message is

"%1",,0,0,,,,

If I right-click, I can open with IE, or any of several other programs.
Also, choosing to print or edit works.

However, if I double-click or choose open, I get a message such as

"Cannot find the file 'D:\whatever.htm" (or one of its components). Make
sure the path and filename are correct and that all required libraries are
available."

However, the fike DOES open.

Normally, such a message means that the file association is ill specified,
but I did not that today..

How best to correct?
