htc sync with W7 and debugging error

I have a sprint HTC EVO 4G phone and using the latest version of HTC SYNC. I have never been able to sync my contacts or calendar using it because my PC and phone don't recognize each other. I keep getting a debugging error. The HTC says "no device connected" and the phone states..."Unable to find HTC Sync on you PC" Keeps telling me to install from the SD card which I have done several times along with the website. Get a C++ error referencing a time out issue. Is there any fix to this?
