how to resize partitions?

Hello,
I have a disk with two partitions: NTFS with Windows and FAT32 with programs
and data. Unfortunately NTFS partition is to small. Is it possible to change
sizes of partitions with existing data in Windows XP Professional? How can I
do it?

Third party applications like Partition Magic *after* performing a system
backup in case things go wrong.
