How to Perform an Offline System Restore?

I am trying to find a Microsoft KB article or a website, preferably from Microsoft or a Microsoft employee, that can provide me with the proper steps to take, to conduct an OFFLINE System Restore, for Windows XP Professional (with Service Pack 3). I know the former ERD Commander would do this, along with Microsoft’s newer product, DaRT however, I believe this is also possible, via the Microsoft Recovery Console. I need to be able to boot to a CD, possibly a Microsoft Recovery Console CD and perform the offline System Restore. I would greatly appreciate anyone’s help. Thank you.
