How to give non-administrators the ability to reboot

How do I give non-administrators the ability to reboot a server while logged
on through remote desktop connection? The people responsible are members of
the Power Users group but still can't reboot the server. I changed the local
security policy to give them the right to shutdown remotely but that still
doesn't do what I'm after.
 
I got it. You give them the shutdown privilege under the same configuration
area. The description reads locally which typically means at the keyboard and
not remotely. Apparently that right extends to remote desktop sessions.
