How do I roll out a screensaver with group policy?

Hi,
I know I have asked the question here before but I have had so many
different answers and still no further on.
So here goes again.
I would like to roll out a corporate screensaver through group policy and
active directory (widows server 2003) to approx 150 desktop XP users.
1. Can I use a jpeg or does it have to be a .scr file?
2. If it is a .scr file, can anyone recommend a program that will create this?
3. Can anyone supply a step by step guide on how to set this up?

I would really appreciate the answers to the above questions!

Have a look at the e-motional Images Screensaver
http://www.e-motional.com/images.htm This allows you to manage which images
get displayed as a screensaver using group policy. If you prefer to display
web pages instead, they have one called the Auto Web View Screensaver
http://www.e-motional.com/autowebview.htm I can be managed with GPOs also.
