How do i create a service account?

I want to create a service account that has the same permissions as
administrator on servers but I do not want this account to be able to log in
to the console of
any server, is this possible?

You will want to give him the right "logon as a service" in your domain GPO.

In the account property, you can restict logon hours to "none" and or to a
list of your servers.
I didn't test it yet, the restrict hours may prevent it from launching a
service
