how do I block or remove previous owner's account from refurbished PC?

I am receiving emails through Outlook Express that are sent to the previous owner of my refurbished PC. I have no idea how this is happening. I do not use Outlook Express so am unfamiliar with it. I thought I deleted the account but the email keeps coming
and takes up memory on my computer and is slowing it down. Why is this happening?
