Hide Inactive Icons is greyed out

I'm having trouble hiding inactive icons. When I go to Taskbar Properties, the section for "Hide Inactive Icons" is greyed out. I have verified settings in gpedit.msc for "hide notification area" and "turn off notification area cleanup" are both set to "not configured."

Can anyone help me regain control of Hide Inactive Icons?
