Help with user32.dll

I am usinbg windows 98 SE I installed a program and when I try to run the file it says file linked to missing export user32.dll Layer Windows Attributes -- Can some one please tell me how to overcome this problem...Thanks

The link to user32.dll was downloaded, and I tried to copy it to c\windows\system\ but it said I couldn't because user32.dll was already in use by windows... I checked and the version in that folder was 4.10.2222 the file I downloded was version 4.00.950 I appreciat any help possible

I'm pretty sure that layered window attributes are a Win2K feature, and thus wouldn't be available from Win98. The older builds of user32 (that is, those compatible with Win98) simply don't have a set of calls related to that feature, so when the program attempts to call them there is a problem.
