Help creating new user account

I am trying to create a new user account for my sister. I have done this
before with no problems. For some reason, I can't seem to get connected to
the internet through this new user. It acts like it is going to "do it's
thing" and a window pops up that says connecting and then customizing
settings. The web address in the address bar is
http://runonce.msn.com/runonce2.aspx It appears to run, status bar is full
and says done at the bottom of the screen and then nothing happens and the
computer freezes. I have deleted this account and tried to create a new one
4 different times now and this happens every time. Microsoft chat support
couldn't help me and I really dont' want to pay $60 for support. Any
suggestions?

They will probably say, what's your os, what's your firewall and antivirus,
etc... or maybe refer you to KB-nineOWhatThe!@#!@.com

I always go to internet properties and jack up the security levels, and pull
the plug on the internet before first run, and don't let IE connect to that
runonce jazz. I have no idea what it's for, but I have never noticed a
problem doing it this way. It usually goes away after it fails the first
time.

If that doesn't work then you probably need to read KB99,993,999.4 article
 
Go to Tools/Internet Options/General and change the website to:
http://www.google.com

Save, File/Exit - Reopen.

Best I recall, this has been an issue since IE4, in 1997. I hate to hijack
a thread, but why in the world does IE continue with this obviously BUGGY
runonce behavior?

It might be a security program blocking the Registry change it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
Kaspersky
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the change.
