Hard disk crashed and system can't be restored of refreshed

It seems my hard disk has crashed and the whole system has stopped working. I can not have access to the hard disc and the system can neither be restored nor refreshed. this may have been due to unexpected shutdown during system restore.

Please how can i get the system restored back to position, to start working normal?
