Windows 2003 Group Policy - How to use under Win2K3 SBS SP2

MS's website seems a little confusing to me in the GPMC area and I'm really
not sure I have everything on my server, so....

I'm attempting to put a new user, WebUser, on our internal system and I'm
not too sure how to proceed. I need to setup a web user, WebUser, in some
group policy configurations. Essentially, I'm supposed to
Start>Programs>Administrative Tools>Local Security Policy but Local Security
Policy does not exist. In reviewing our system, I'm not too sure how to
determine if the Group Policy Management Console (GPMC) is installed. How do
I determine if the GPMC is installed? [Final Destination (current step):
Ultimately, I need to select "Access this computer from the network", "Act as
part of the operating system", and "Allow log on locally". Then to allow the
WebUser to be granted some permissions to some folders on the server (Full
Control)].

I'm also needing to select Start>Programs>Administrative Tools>Computer
Management and expand System Tools, but System Tools doesn't exist under
Computer Management.

What am I missing here? GPMC and/or ????

Seems like I'm either not looking in the right place under Win2K3 SP2 or I
don't have the right thing(s) installed.

A domain controller doesn't have a local security policy. You should
see Group Policy management listed under Administrative Tools. System
Tools is under All programs/Accessories/System Tools.
