File permissions change cripples server.

We have a Windows 2003 file server. We need to change the file permissions
for one user on a directory structure that involves 1020 files in 49 folders.
When we try to make the change, the server becomes completely unresponsive
and workstations that have shared drives pointing to that server also become
unresponsive. After waiting about 15 minutes, we have to reboot the server.

What is the problem, and why are workstations affected?
 
Are you changing the permission remotely or logged on the console of the
server (local or RDP) ? For best performance you should do it from the
server (RDP..). This is for information, that's not the actual cause of your
trouble (1050 files is a few).

Can you issue a checkdsk in read-only mode to be sure your volume is ok ?
Does the server hang on CPU usage?
any antivirus ?
are the files specials (from mac with alternate stream...) ?

I am making the change local.

chkdsk shows no errors.

CPU usage is consistently low on this server. It is only used as a file
server.

Symantec AV client is installed.

did you try to modify another folder right to check if t's general ?
