Windows 2003 file locked

I have a Windows 2003 Server that links together several computers in the
network. The server is used as a domain controller and to store critical
files for the computers connected to it.

One of the applications is Wonderware and it opens screens that the users
use to manage data being connected for production controllers. What happens
is even if all the computers on the network are logged off certain files on
the server can not be accessed for editing, and what is displayed is that a
user has that file open. However, if the domain controller is unplugged from
the network by physically unplugging the network cable. And then the file is
renamed and saved, then it is avaiable to be edited.

What might be happening in this situation that would be contributing to
these files being locked out? And is there a way to have the server no do
this?
