File cannot be removed because of explorer.exe

I cannot remove executable file after execution.
Following is my situation-------------
1. The executable file is not listed application list and process list of
Windows job manager.
2. After re-starting the explorer.exe, The file can be removed.
3. All executable file is in this case problem.

I cannot find any solution about this on internet. Every web page tell me
"You should re-start explorer.exe". But, I am a programmer.
I should make new executable file thousands time for debugging.

If anyone has solution of it, Please Let me know it.

This program works at least 95% of the time for me in similar situations:

Of course if you are programming and compiling the trouble-making exe
yourself you should really figure out why it is not terminating cleanly
and correct the situation.
