favicons not showing up on desktop

Does anyone know why favicons do not show up on the desktop of either XP or
Vista? They work in the browser address and the favorites listing but not
when the icon is on the desktop. Just get the browser ie logo. They used
to work but all of a sudden all icons except those that are changed by the
shortcut properties do not show up.

What has happened?

In my experience they NEVER worked.

When I want to use a favicon forever, I go to the temp files, find it,
copy it to another folder (C:\icons) and rename it. THEN I change the
icon for the desktop shortcut (or any other shortcut) to the one I've
saved and I make that shortcut READ ONLY so that it doesn't change.
 
When you delete your ie cache (or it is over written) the favicon is also
deleted and replaced by the standard ie logo.
