Fatal Execution Error (Ox7927e03e) during start-up

Everytime I startup my PC I have this error. I click OK and get-
dsca.exe Common Language Runtime Debegging Services
-Process id=Ox5c (3420) Thread id=Oxd6o (3424)-

If I choose to debug I get-
dsca.exe No debugger found
Attempt to launch results in
-error code Ox2(2) cordbg.exe !a Oxdc8

Use Autoruns to find any unwanted start ups!

With Autoruns you can uncheck an item, which disables it from starting,
or you can can right click an item and then delete it. If you uncheck
you can recheck to re-enable the item. It is a much safer approach than
editing the Registry. Another useful feature of the programme is that
you can right click an item and select Search Online to get information
about the item selected.
