External USB Drive drivers not installing

I have a Seagate External harddrive that is not connecting correctly when i
plug it in the USB port. I just get the Add New Hardware Wizard asking if i
want to install drivers, but it never actually installs any, leaving the
drive useless.
The drive is detected in device manager, but as a yellow questionmark and
shows a Code 28 in properties.

I've tried several things to fix the issue, but so far, none of them have
worked.

1. uninstalled the drive, disconnected it, rebooted pc and then plug drive
in again
2. repaired windows installation
3. reinstalled windows from scratch

anyone have a clue as to how i can fix this issue with the drivers for the
external drive not loading at all?

note: when i first installed the drive, it worked perfectly, everything
installed as it should. the problems started after i unplugged it and plugged
it in again.

Seagate Support is totally clueless on the issue, so they referred me to
contact MS support, but they apparently charge money for technical support,
so i'll ask here instead.
