Error when getting internet time

I have already posted on this question some months ago, but did not get a
single response. I'm hoping for better this time. My Windows XP Pro
SP2 installation has a problem getting internet time. It comes up with the
error illustrated in the enclosed attachment.

What I have tried:

Tried both time servers, and still got same error.
Made certain that I was online.
Verified that the feature is enabled in Services.
Repair install of XP
Disk format and install of XP

Anyone know of anything else I can try?

Don't use that time server...

For example - I utilize:
time-a.timefreq.bldrdoc.gov

More in the US:
http://tf.nist.gov/timefreq/service/time-servers.html

After posting to this group, I did try another time site not listed in the
list box. Got the same result. Just to be sure, I tried your favorite, too.
No dice.

Add to my tried list (suggested by sites on the internet):

Checked to make sure I have set my correct time zone.
Checked to make sure that my machine's time was within an hour of the
correct time.

Add some more things:

Disable Windows Firewall.
Disable Avast! Virus Scanner.

Did a little more sleuthing on my own. I checked System Events, and an
internet time check produces two errors each time it runs:

Error 1:

"Source: W32Time Event: 4

The time provider 'NtpClient' failed to start due to the following error:
The specified module could not be found. (0x8007007E)

For more information, see Help and Support Center at

Error 2:

"Source: W32Time Event: 21

The time service is configured to use one or more input providers, however,
none of the input providers are available. The time service has no source of
accurate time.

Clicking on the links got me the following apology:

"We're sorry
There is no additional information about this issue in the Error and Event
Log Messages or Knowledge Base databases at this time. You can use the links
in the Support area to determine whether any additional information might be
available elsewhere. "

But they did did suggest that I see the following related link:

Since I am not on a domain, I'm not sure if this applies to my situation.
Does anyone have anything else to suggest?
