"application launcher: unable to load configuration"

I have a similar problem. It could be related to a file removed by the
antivirus program. The file is C:\Program Files\Common Files\Teleca
Shared\CapabilityManager.exe, and is marked as a Backdoor.Trojan.

yes, recently NAV removed a file marked as a trojan. How can I fix this?

Run msconfig, click the Startup tab and disable any suspicious startup
items. Restart the computer and see if that helps. Keep trying
different combinations till you've located the application causing the
error. The location of the offending program can help you find a
reference to it in the Registry. Run regedit, press the Home key, press
F3, and locate any reference. Delete it, press F3 to continue the
search. To elaborate:

You can click File, Export, and save the entry to the Desktop. If you
remove it and there's a problem, double-click the .reg file you exported
to the Desktop and it'll be added to the registry again. You can create
a restore point before editing the registry too.
