error code 0xDDD0004 xp sp3 no manual updates via IE8

Repair install XP PRO SP3. No manual updates availible IE8. Started repair from basic XP PRO (no SP's). Allowed auto updates which appeared.
Could not start manual updates vie IE8. Ued fixit auto and manual with reregistering dll. Reinstall updateagent etc.
