Error 1607

Hi, I am not sure if I have a Windows issue or some other problem, when I
tried to install a program, I received an error message advising:
1607: Unable to Install InstallShield Scripting
I would appreciate if someone can please offer a advise me what type of
problem this is so I can re-direct my question to the appropriate forum?
