Error 1606

I am trying to reinstall CorelDraw X3 after doing a manual uninstall
according to CorelDraw technical support's instructions. This all went
according to plan. Now when I try to install CorelDraw I get error 1606.

Reseraching this problem I find that the registry key "My
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders"; "Administrative Tools' has no value. I am running XP Pro SP2. I
think I need to add the value " %ALLUSERSPROFILE%\Start
Menu\Progrms\Administrative Tools"

I would like to get confirmation from an expert before proceeding.
