enable firewall

I'm running Windows XP and just recently upgraded to IE8. My Windows firewall mysteriously became disabled and I cannot enable. During the time that this occured I downloaded IE8 and also had some virus activity. I think I am on top of the virus and I
believe the IE8 is okay. Any suggestions?
