Seems the rom's only want to read Dvds, and nothing else or at least thats
what it shows in My Computer.

I can put an audio cd in which it will say is a blank cd but open up media
player and play it just fine or even put a game cd in and manually start it
and it reads just fine (some of my games at least)

I've changed out my ide cables, cleaned out the rom and cleaned the lenses
but i get the same problem. My top drive tells me the cd isnt formatted or
may be corrupted while my burner says everything is just a blank cd.

Anyone with insight as to what the problem is please give me something, i've
tried everything i know >.>

Try this:
Right click on your burner and select properties, then go to recording tab
and make sure the enable cd burning is selected.
for some reason windows has decided recently to unselect the enable
cdburning box, and this is causing all kinds of problems.

Yes it is turned on!

I was trying some things earlier...
If i put in an audio cd on My computer it reads it as blank but yet when i
open media player it will run just fine.
If i put in a pc game that requires reading of the cd to start up, it shows
the same thing on My Computer, But if i manually start the game up it will
read the disc and start the game. (some at least)

Its becoming irritating as i cannot install anything because my drives won't
read any cds to let me >.<

I have a HP vista ultimate 64, 2.2, 4gb ram, 511 mb video card. The system
also has horrible issues with CD's and DVD's. The optical drive can 'see'
something because it will show how much is on the disk. However, it can not
see files, jpgs, programs. It thinks it is a blank disk and wants to format
it.

This is driving me crazy because I can not load many programs since the
computer can not see the installation file. It doesn't even read a disk with
jpg created by my other computer (xp and by apple). HP has sent me a new
optical drive. It is doing the same thing. Then HP tells me that Vista has
problems reading cds and dvds burned by a non vista computer.

If that is true, then I really regret having bought this HP laptop.

You would be better off posting in a Vista Group, this is XP
