Drag and Drop of Favorites restricted....why?

I have a problem where on a specific profile on a Windows XP Pro machine
running IE7, where I'm trying to organize my favorites from the list, and
drag/drop does not work properly. The profile is one of three Administrator
accounts on the machine.

Yes, I can go to Organize favorites and get reults, but if I want to drag a
favorite into another folder, or even drag and drop it near the top of the
list, while veiwing the list...it will only turn a lighter shade, and when I
drop it, it will only open the link, not actually drop it where I want.

When trying to drag folders within favorites, the only thing that happens is
when I drop it, it open a window with all the links in it.

This is common on more than one machine. I personally have a laptop at
home, where the account that is in the domain allows the drag and drop, but
an administrator acount outside the domain will not.

I have searched thru GPEDIT, which we normally do not touch, so nothing in
the permissions should be the answer.

Any help would be appreciated.

[Guessing] In Internet Options> Advanced> Miscellaneous> Drag and drop or
copy and paste files> select Enable.
