download speed slower than upload speed

I have a computer running Windows 7 with abysmal download speeds (under 1 Mbps), but with upload speeds in the 7-8 Mbps range when using the wireless.


When it's connected via a cable, my download speed is about 40-50 Mbps.


The router is not the problem, as my wireless Xbox streams HD shows from Netflix.

Anybody have suggestions for how to fix this? I've tried updating the wireless card's driver, but that did nothing.
