Don't want computer to automatically restart during power outages.

When the electricity goes out for a few seconds my computer automatically
starts up again when power is restored....I don't want this....when the power
goes out I want my computer to stay off until I turn it back on again because
sometimes the power goes off and on several times in just a few seconds and I
don't want my computer to do the same!....how do I make it so that when the
power goes off initially, my computer stays off until I push the
button?....my old computer with 98 stayed off in this situation.
P.S. Automatic Restart in Start and Recovery is NOT checked so that's
evidently not what controls what I'm after.

This is usually an option in the BIOS, not the operating system
(Windows). Enter your BIOS (Setup) with whatever keypress required by
your motherboard and change the power option there.

The setting is in BIOS, not the operating system. Read the motherboard
manual. If you do not have a hard copy, go to the manufacturer web site and
download it from there.

Option B - (The Hardware One) Go down and buy an inexpensive UPS
(Uninteruptable Power Supply). We have a problem in our house with the
circuit the computer is on keeps blowing (something about having the washer,
dryer, dishwasher, microwave, toaster, ... all on one 15 amp circuit) and
the computer would then crash. On re-boot, you'd get "it was shut down
improperly, need to do a disk scan" and 15 minutes later, you could log back
on. We got a small UPS for about $45-50 and it will keep the computer going
for probably 5 minutes or so. This is enough time to either throw the
breaker back on or, if the power did go out, do a graceful shutdown.

Smart move. You're lucky you didn't have your MB, NIC or hard drive get
nuked instead of just the message of having shut down the computer
incorrectly.

Thank you for the replies....I went into the BIOS and in the Power Management
section the item that controls the computer from automatically turning back
on was already marked OFF....is there anywhere else that I can check?

Yes, check with the computer manufacturer. It isn't an Operating system
controlled feature.
