Does Microsoft have the definitive solution to remove the Windows Installer virus?

This pop-up is really annoying and I've tried every solution out there, but I still have it. Microsoft Security Essentials didn't catch it. Defender hasn't caught it. I've downloaded Trend Micro's AntiVirus+ and run a scan and it didn't find it. Every "solution" out there is unique and some are saying to modify the registry which can be lethal. This virus is fraudulently representing Microsoft but you don't care?
