do I need .net framework?

The .NET Framework is a runtime for Microsoft technologies

Without it, you won't be able to use some applications or any written using the
framework

Framework 1.0 (obsolete) & used for applications written in Visual Studio.NET
2002

Framework 1.1 is used for applications written in Visual Studio.NET 2003

Framework 2.0 is used for applications written in Visual Studio.NET 2005

Framework 3.0 is for Vista

Framework 3.5 in beta at the moment

A1. If it's already installed (and I'm sure it is), yes, you need it. And
if it's installed, yes, you need any critical updates for any .NET Framework
versions installed.

If it's already installed, then yes, it was probably installed by
and is being used by something else on your system. So don't remove
it.

As for what it is: think Java, except all Microsofty.
