DirectX9.0c Probs and Phys Memory Dump...

I am trying to play World of Warcraft. I recently had to reformat my comp and now I installed everything just the way I did before and nothing works now. WOW keeps giving me an error saying I don't have Directx 9.0c but i do. So i tried updating it and no updates are found for it. But WOW still doesn't play. Why did it play before the reformat and not now? What do i have to do in order to make it work?

PS please let me know in a step by step manner to fix. I am a noob with comps...
