Devices Not Showing up On Computer

Hi, on my windows 7 everytime i try plugging in my ipod or phone onto the laptop nothing happens. in devices it doesnt show that it i there. I know it's not the device itself as it shows upon my friends computer. i checked to see if the usb driver was working it said it was so im not sure what to do. I have my ipod plugged in right now and it is charging but sometimes even though its plugged in, it wont charge. i dont have itunes on this comp yet but want to but need help figuring this out.
