Dell laptop w/xp opens to owner startup page but won't open

it showserror msg Oxcoooooo6 and says something about security verification
and problem finding program then sceen goes all blue and wont respond except
to ctl,alt,delete then taskmaster menue comes up. I don't have access to
start-up disk either. HELP!!!!
