Defender off line

Hello
I have Windows 1607 and was reading about firewalls after failing the GRC leak test. I found it is unreliable but got me thinking. I read Defender can scan better offline but do not know how. I clicked settings and at the bottom it says scan offline and the click seems to depress but nothing happens, unless it does and I don't know it. I cannot go offine to run it.
Could you please tell me how this is done as it says it is more effective than online?

I don't use Windows Defender, I have it turned off but I'm sure one of the other techs will be able to help you.

This will not work on one PC but does on the other.
Has anyone had the same issue?

Do both PCs have the same protection applications? Are they both on 1607? There has to be some differences between the two.

Both have the same native and third-party programs and both are 1607.
I did notice in a Microsoft forum that this is a known issue.
Although the laptop worked it took 3 or 4 times and it stuttered..
