Custom MMC

I created a custom MMC for a new network admin in our organization. I only
want him to be able to manage a couple OU's in AD. It runs fine from the
server I created it on. I emailed the custom MMC to him and it will not open.
I even tried putting it in a share for him. Same thing. I tried running it on
my laptop and it will not run either. I followed this tech article:

Why won't it open on anything other than the server I created it on?
 
It is probably using resources only available on a server.

try installing windows 2003 admin kit on work station

I don't want him to have the entire admin pak. I only want him to use the
restricted AD Users and Computers MMC I created.

You can still restrict him thought permissions and rights, you would need to
do that anyhow
