Windows NT contol desktop/start menu without GPO

Hi,
I've been reading a lot of posts about controlling the desktop and start
menu through GPO settings. My Terminal Server is a stand-alone server. Is
there any way I can contol the applications Terminal Services
connections/users can access without Group Policy?
