I just put in a new HD and installed a fresh new copy of win XP Home SP2 but
none of my USB ports are showing up under device manager and I have all the
drivers that came with the computer installed. The USB worked before the
clean install but not now.

First thing to do is check your bios to be sure USB is enabled
Also the bios may have an option for PNP operating system...have that
enabled too

Download and install the latest drivers (in particular the motherboard
chipset drivers) from the support pages of the manufacturer web site(s) for
each hardware component in your computer.
