On my Acer Aspire laptop, I get this msg,Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I have tried updating drivers, un and reinstalling, disable and enable, MS fixit.,have gone to regedit to look for upper and lower filters to change or delete per another thread., Did not find any filters at all. It shows in the device mgr. with a yellow alert mark. I cannot play or burn a cd,
Any other suggestions?
