Can't START the WINDOWS7 Upgrade Advisor Setup.exe to convert XP computer to Windows 7-help...

Have 32bit system operating WindowsXP. Have downloaded Windows 7 Upgrade Advisor Setup. When I double-click it takes me again to the Wizard and I can either repair or remove. I have done both. Either way, once I have the upgrade.exe on the desktop, right click and "run as..." the following error pops up, "Extracting file failed. It is most likely caused by low memory (low disk space for swapping files) or correpted Cabinet file." For the fun of it, I removed everythign again with Windows 7 upgrade and downloaded from the start. Same thing. What am I doing wrong or what do I try to get this puppy upgraded to Windows 7?
