Windows 2000 Can't open JPEGs over 1 MB in Picture and Fax Viewer

When I double-click on a JPEG e-mail attachment in Outlook, Windows Picture
and Fax Viewer will open the file if it's under 1 MB, it won't open it if
it's over 1 MB. How can I fix this?
