can't open cd

I purchased a armchair tour cd to view pictures of the French Quarter. When I try to load it in my computer either using Windows 7 or Windows 8 It says Entry Point not located. With windows 7 it said Procedure entry point Co Internet Set Feature Enabled could not be located in the dynamic link library urlmondll. Any ideas on how I can open this cd. I do see the cd was copyrighted from 2001.
