Can't get XP to install Distributed transaction coordinator error

I am tryng to install xp. My hard drive has been formatted NTFS.
After the installation is mostly complete, i get the following error
message:

Sub-component Distributed Transaction Coordinator caused an exception
while processing the OC_COMPLETE_INSTALLATION

It says "the DTC service could not be installed."

After clicking ok, the computer restarts and appears to begin
installing again, then it will restart and give an error that winows
can't start because config.sys is missing.

The original problem with this computer was that it just **** off and
began restarting on its own before finishing loading windows.

I tried to format and reinstall, and here I am.

You probably have a boot sector virus.
Boot to the setup CD, and press 'r' for the Recovery Console prompt.

Enter the commands:
FIXBOOT
then
FIXMBR
then
CHKDSK /R
then reinstall XP.

I'm thinking maybe the hard drive is bad?

Is that a possibility?
