Can't get updates to install on Widnows XP

Think of this as a case of computer abuse due to lack of updates.

On a Computer Club member's computer, when I try to check for updates with
Windows Update, I get the message that "Current security settings prohibit
running ActiveX controls." I have checked and moved all security settings to
the lowest with no change.

I downloaded SP3, and attempted to install and get the message: "Setup could
not verify the integrity of the file Update.inf. Make sure the cryptographic
service is running on the computer." It is.

I have attempted to install the Windows Installer 3.1 and is fails in the
same manner as SP2?

Any ideas?

You cannot install some updates or programs
http://support.microsoft.com/kb/822798
When you examine the %systemroot%\Windowsupdate.log file, you may see an entry for one of
the following errors:. 0x80096001
.. 0x80096005 . 0x80096010 . 0x800B0001 . 0x800B0003 . 0x800B0004 .

You have mentioned both SP2 and SP3, confusing but -

Taur Arian,

Thanks for your response. The reason that I attemped to install SP2 was that
on startup "Home Edition" showed, and I took that to mean that SP2 had not
been installed. There are 15 Hotfixes installed with KB prefixes and 13 with
Q prefix.

The log file contained the following for June 6 from 17:00 hrs to 22:00 hrs.
0x80096001 -NONE
0x80096005 -NONE
0x80096010 -NONE
0x800b0001 (many times, first occurrence on feb 23, 2007)
0x800b0003 -NONE
0x800b0004 -NONE
0x8024000e (multiple )
0x800401f3 (multiple)
0x8007f0da -NONE
0x80244019
0x8024000c

I have performed the cmd to reset the cryptographic services.

TaurArian,

Method 4 on this page solved the problem:
http://support.microsoft.com/kb/822798/
SP2, IE7 and SP3 haves been installed. It is now updating some later
critical updates. Now I've got to talk them into springing for some
additional memory, there is only 128 MB!!

Thank you for the link.
