Cannot Remove Program using Add/Remove

I have a stupid old toolbar installed on my system that I want to get rid
of. It appears in the program list of Add/Remove in Control Panel. However,
when I try to remove this toolbar, it will not respond. I have sounds
assigned to various functions on my system, one of them being a chime when a
program closes. When I click on Add/Remove for this particular toolbar, I
hear the chime as if a program is closing down. I had a couple of other old
programs I no longer use, so I did remove them without any problems.

I want to get rid of this toolbar. Any suggestions? Thanks.

Start IE > Tools > Manage Add-Ons > Disable the toolbar

Singapore.......

the toolbar is NOT active. It just appears on the Program list in
Add/Remove in Control Panel. I want to get rid of the program.....disabling
is irrelevant.
